As a followup, apparently this is part of a broader program in the works for some time as a simple google of the river will show. A detailed map at http://jamesbayroad.com/rupertriver/diversion/diversionmapdetailed.html will show the main impact to be west of Albanel Substation and Route du Nord. It appears to show impact of water levels in dark blue. How downstream waters and wildlife will fare might best be answered by the impending environmental study.
